Danish wind turbine manufacturer Vestas has opened its rotor blade plant in Russia’s Ulyanovsk region, the Russian wind power association RAWI said.
The construction of the factory represents one of the measures taken to meet Russia’s stringent localisation rules that stipulate 65% local content for projects to be commissioned from 2019 onwards. The country’s definition of local content includes a concept services and construction works, as well as locally made equipment.
