Utility regulators in Virginia have approved Dominion’s planned 12MW offshore wind pilot despite strong reservations, noting that “certain factual findings must be subordinated” to a new law that mandated such a project be found in the public interest.

That determination was part of a sweeping grid-modernisation bill passed by the mid-Atlantic state’s legislature earlier this year and signed into law by Governor Ralph Northam, a Democrat.
