Denmark’s Orsted sees plenty of potential pathways forward for its Bay State Wind development despite losing in Massachusetts’ first offshore wind tender, and still intends to submit a Construction and Operations (COP) plan to the federal government by the end of this year.

“We know this is just the beginning,” says Francis Slingsby, Orsted’s head of strategic partnerships in North America, while acknowledging that Vineyard Wind’s victory in Massachusetts was a “disappointing outcome”.
