The US House of Representatives passed its gargantuan tax-cut bill on Thursday without changing any of the provisions that would undermine the wind production tax credit (PTC), leaving the Senate as the industry’s last chance of avoiding a dramatic near-term contraction.

The American wind industry was stunned by the introduction two weeks ago of the House’s tax bill, which includes several major changes to the way the PTC is supposed to phase down and then expire altogether for new projects in 2020.
