Maybe, just maybe, in the foreseeable future there will be wind turbines in the azure, deep Pacific Ocean waters off the majestic coasts of California and Hawaii.

That prospect, unimaginable earlier this decade given how much both states zealously protect their maritime resources, is now gaining some support from elected officials, policymakers and public opinion for several reasons.

First, there is a strong political commitment to embrace renewables and both states have set ambitious mandates — Hawaii 100% by 2045 and California 50% by 2030 (which the legislature is likely to bring forward to 2025).
