Utility Dominion Energy warned that it is ready to abandon the 2.6GW Coastal Virginia Offshore Wind (CVOW) offshore wind project – currently the largest planned in US waters – if rules tying recovery of its $9.8bn investment to a performance guarantee are not removed by state regulators.

“As now ordered, the performance guarantee is untenable and will prevent the project from moving forward,” the utility’s legal representative, McGuireWoods said.
