A huge solar plant producing some of the world’s cheapest renewable power is at a standstill as the latest victim of an increasingly bitter stand-off between the Mexican government and the global wind and PV industries that could be heading for the courts.

French renewable energy developer Neoen said its 375MW El Llano solar project – which sells its power for an ultra-low $19/MWh – halted generation last week as a result of a ban on pre-operational testing of all new PV and wind plants not yet in commercial service.
