The planet may have just 12 years to avert catastrophic climate change, according to October’s IPCC report, but no-one seems to be doing much about it.

Dolf Gielen, the head of technology and innovation at the International Renewable Energy Agency, this month told Recharge that he hadn’t heard of a single major government reacting to the news.

So who is banging the drum for swift action on climate change?

Well, there’s radical protest movements such as the UK’s newly formed Extinction Rebellion, but there are two other as-yet-unheralded groups that have a much greater chance of actually making an impact: the European Commission and the European electricity sector.
