When Chancellor Angela Merkel’s Conservatives (CDU/CSU) and the Social Democrats (SPD) several months after general elections early last year finally agreed on the terms of a renewal of their left-right government, passing a climate law was part of their coalition contract.
But no one expected that environment minister Svenja Schulze’s (SPD) to come up with such an explosive draft for legislation to finally achieve Germany’s climate targets that it has the potential to wreck a fragile coalition in Berlin.
