Recently reelected New York Governor Andrew Cuomo has laid out plans for a statewide “Green New Deal” and a $150bn infrastructure package, pledging to go beyond New York’s existing 50% renewable-power target for 2030 and fully decarbonise the electricity sector by 2040.

For now, the 100% decarbonisation goal remains just that – a nonbinding goal – and will require many steps before becoming a mandate, let alone reality.
