Vistra Energy, a gas- and coal-heavy generator based in Texas, emerged as the biggest winner in California utility Pacific Gas and Electric’s latest request for energy-storage proposals, with plans to build and own the world’s largest lithium-ion battery storage plant.

San Francisco-based PG&E recently filed papers with state regulators requesting approval of four lithium-ion battery storage projects totaling 567MW, one to be owned in-house and the other three by third-party operators.
