The plant uses a process first discovered more than 30 years ago to generate electricity by mixing seawater and freshwater through a semi-permeable membrane.

The landmark facility, which is situated at the Södra Cell Tofte factory by the Oslo Fjord, is a prototype that was designed with a capacity of only 10 kilowatts (kW).

It is expected to begin by flowing some 2kW–4kW — only enough to power a coffee-maker — on to the regional electricity grid owned and operated by Hurum Energiverk .
