The US General Accountability Office (GAO) found BIA has “management shortcomings,” inadequate staffing, does not have a documented process or the data needed to track its project review and response times, and “therefore it cannot ensure transparency in its review of energy-related documents.”
Citing tribal officials, GAO gave examples of how BIA red tape had resulted in missed development opportunities, cost tribes revenue and jeopardized viability of projects.
