A subsidiary of NextEra Energy Resources, the project development unit of energy company FPL Group, proposes the large-scale concentrating solar power project on fallow agricultural land in Kern County.
The 1,193-page Final Staff Assessment recommends mitigation measures focused on the proposed parabolic solar trough plant’s water use and visual impacts.
In a statement, the CEC staff say the project developer can comply with state environmental laws and policies by incorporating an alternative to using potable water for plant cooling.
