The Bureau of Land Management (BLM) halted work on two large parts of the three-unit, 392MW solar power tower project in mid-April after more of the vulnerable creatures than expected were found on the Ivanpah site in California.
Construction continued on other parts of the project that had already been cleared of tortoises and fenced-off to keep others out.
