The intention is part of the coalition contract between the Green Party and Angela Merkel's Christian Democrats (CDU) (as junior partner), who last week re-elected the Green's Winfried Kretschmann as state premier in the parliament in Stuttgart.
The so-called Green-Black coalition is a first in Germany and was necessary as the Greens in elections in Baden-Württemberg in March for the first time became the strongest party in a German state, but lost their previous coalition partner, the Social Democrats (SPD), whose votes plunged.
