The right-of-way would have been located in the Silurian Valley about 10 miles north of Baker in San Bernadino County.
The agency, part of the US Interior Department, says it took the decision after undergoing a rigorous review process in accordance with its Western Solar Plan.
The Plan, approved in October 2012, created Solar Energy Zones across the West where BLM would prioritize solar energy projects.
