The Low Carbon Research Institute programme, funded in part by the EU’s Regional Development Fund, was announced by Welsh First Minister Rhodri Morgan, and will likely kick off in early 2010.
The programme is aimed at finding ways to help Wales meet its extremely challenging goals for carbon emissions and renewable-energy generation. The country aims to derive 100% of its electricity from renewable sources by 2028, and intends that all buildings constructed after 2011 be carbon neutral.
