McGinn, who will retain his position as chief executive of defense contractor RemoteReality, is a retired vice admiral who spent 35 years in the US Navy, as well as holding posts at the Batelle Memorial Institute and Rocky Mountain Institute.
McGinn fills the position vacated by Michael Eckhart, who left the non-profit group in February after leading it since its inception in 2001.
