Ambassador Ron Kirk, speaking to the National Bureau of Asian Research, suggested that some progress is being made toward resolving the dispute. In late December, the US asked for formal WTO dispute settlement consultations with China, alleging that its Special Fund for Wind Power Manufacturing appears to provide prohibited subsidies that favoured wind turbines using Chinese-made parts and components.

“With China we are also addressing non-tariff barriers, using everything in our trade toolkit,” Kirk said, according to a transcript of his remarks.
