John Holdren, director of the White House Office of Science and Technology Policy, stunned onlookers in Copenhagen by acknowledging that the current US target – to cut its emissions 17% over 2005 levels by 2020 – is a political tactic for getting a climate bill safely through the Senate.
Holdren’s comments run counter to the official US bargaining in position in Copenhagen.
