The EU has agreed in principle that developing nations will need €100bn ($148bn) a year in climate-change aid by 2020, and that the EU will pay its “fair share”.
But, critics point out, no firm contributions from each individual EU countries were set, and initial funding will be voluntary. Details of who will pay what will be left to future negotiations.
