The forecast by Cambridge Econometrics suggests the UK will continually miss its benchmarks in 2010, 2015 and 2020 – both for renewable-energy generation and slashing its emissions of carbon dioxide.
At the crux of the problem is the current generation of coal and nuclear plants, which the report estimates will not be phased out according to schedule over the course of the next decade because of the high cost and potential energy security risks associated with doing so.
