It revealed the analysis as it launched a Google map showing 1,000 sites across the UK that emitted more than 250 million tonnes of carbon dioxide in total in 2008 and how many permits they have been allocated by the government allowing them to emit greenhouse gases.
The sites account for around half of the UK’s contribution to global warming.
Sandbag says the only sector with fewer permits than it needs is the electricity sector.
