In a statement sent out to developers on 7 September, and then released to local media, the government says that it will not close bidding on third-round projects until May 2013 – more than eight months later than expected.
Under its existing guidelines, the government was to close the third-round submission period in early October and announce the “preferred bidders” by the end of the year – with financial close and power-purchase agreements (PPAs) expected to be inked by mid-2013.
