The California Public Utilities Commission (CPUC), which oversees the RPS, says only 34MW of new capacity reached commercial operation through June – two biomass plants and two solar plants. The state’s large, investor-owned utilities are required to source 20% of their electricity sales from renewable generators by the end of this year, a target none of them are on track to hit.
