Adding to the confusion, both countries – the world’s two most populous – only agreed to be “listed” as parties to the Accord, falling short of full “association”.
India and China have been extremely hesitant to endorse the Accord, given its potential to sideswipe or even supplant the existing UN-brokered negotiations. Officials from both countries make clear they are only signing on in order to prevent losing relevance within the wider climate debate.
