COP16: Brazil to increase renewables under emissions plan

Brazilian President Luiz Inácio Lula da Silva has signed a decree detailing the National Policy on Climate Change and how it will achieve its commitment made during the COP15 in Copenhagen in 2009 to reduce greenhouse gas emissions by between 36.1% and 38.9% by 2020 from 1990 levels.
