In a press conference today at COP16 in Cancun, Hasan Mahmud, Bangladeshi state minister in the ministry of the environment and forests, says some countries at the negotiating table behind closed doors—which he declined to name—are vociferously arguing that there is no differentiation in mitigation, adaptation funding and technology transfer for LDCs and for developing countries.
Bangladesh, which has been chosen by Mexico alongside Australia to narrow gaps in finance, technology transfer and capacity building issues, also demands a second commitment period for the Kyoto Protocol, and notes that some developing countries are now greatly responsible for increased emissions.
