"We are setting out a Conservative programme for the long-overdue reform of British energy policy,” says Conservatives leader David Cameron.

Cameron and shadow Energy and Climate Change Secretary Greg Clark set out a policy paper, Rebuilding Security, with 12 key actions that a Conservative government would take immediately.

They include:

* reforming the Climate Change Levy to provide a floor price for carbon

* operating a streamlined planning process for large infrastructure investments

* facilitating nuclear power

* accelerating the demonstration of carbon capture and storage

* promoting renewable energy

* electrifying transport to reduce dependence on oil

* creating a Green Investment Bank

* setting a capacity guarantee in electricity and a security guarantee in gas

* building an energy internet
