The authorities have ruled that wind and solar resources belong to the state and any assessment of resources for new projects must first be approved by meteorological officials.
The regulations are the first by a provincial government to control the use of climate resources, says a report by Chinese newspaper Legal Daily. Industry observers say it is not immediately clear why the new rules are being implemented.
