Proposition 23 would have put California’s 2006 Global Warming Solutions Act on hold until unemployment in the state was 5.5% or less for four consecutive quarters. It was among the most-watched environmental initiatives anywhere in the country during the mid-term elections Tuesday and the prospect of its passage sent shudders through the renewable energy industry.

But on a night when voters threw out nearly every Democrat who voted for a national cap-and-trade bill and gave control of the House of Representatives to a Republican Party that is decidedly less supportive of renewable energy, the Prop 23 defeat was a saving grace for the industry.
