The California Air Resources Board (CARB) directed its staff to update an analysis of the state’s Global Warming Solutions Act of 2006, more commonly known as AB 32. The measure – one of the most aggressive greenhouse gas reduction efforts of any US state – puts California on course to reduce emissions to 1990 levels by 2020. The reductions are to be achieved through a cap-and-trade programme; California’s aggressive 33% by 2020 renewable energy mandate; standards for building energy efficiency, vehicle emissions and low-carbon fuels; and other policies.
