Australian Senate rejects cap-and-trade bill (again)

Australia’s Senate on 2 December voted down a proposed carbon cap-and-trade bill for the second time. The defeat sends Prime Minister Kevin Rudd to Copenhagen with his hands tied behind his back, though it gives him the ability to call a snap general election.
