Rudd, who leads Australia’s minority government, was blown into office in 2007 upon a gust of promises to green up Australia’s coal-dependent economy and slap a firm cap on its carbon emissions.
However, since early last year, when the passage of the emissions trading scheme (ETS) looked all but assured, Australians have grown increasingly wary of the potential economic consequences of such a cap.
