By once again putting his Carbon Pollution Reduction Scheme (CPRS) before a deeply divided parliament Rudd intends to ignite a third round of climate wars in the world’s largest coal-exporting nation.
The CPRS, which includes an emissions trading scheme (ETS), was first rejected by the Senate in August 2009 by a coalition of opposition parties comprising the conservatives, greens and independents.
