Massachusetts will require project developers to submit US offshore wind industry record-low bids below $70.26/MWh in its next competitive 1.6GW capacity solicitation that could be launched as early as 7 May, according to a draft under review by the state Department of Public Utilities (DPU).
Mayflower Wind, a 50-50 Ocean Winds and Shell New Energies joint venture, set the industry benchmark in October 2019 when it won the state’s second solicitation with a 20-year bid to supply 804MW of capacity and associated renewable energy credits (RECs) at a nominal levelised price of $77.76/MWh
