Dominion Energy plans to submit late this year a construction and operations plan (COP) for its US industry-leading 2.64GW offshore wind project and expects federal permitting approval in early 2023, according to a senior executive.

A COP outlines project construction, operations and conceptual decommissioning under a commercial wind lease on the outer continental shelf beyond state territorial limits. It is a critical part of the permitting process for commercial offshore wind development in federal waters.
