Massachusetts fired the starting pistol on its second offshore wind procurement round with the filing documents for a request for proposals (RFP) that could see another 800MW allocated by the end of this year.

The RFP calls for bids to be submitted in August, with the successful project selected in November and contracts signed by the end of 2019.

That timetable would give the winning project the opportunity to secure the benefit of federal investment tax credit (ITC) incentives, said the US Business Network for Offshore Wind in a note to members on the process.
