Enefit Green, the renewables unit of Estonian state-controlled utility Eesti Energia, is developing the cross-border project together with Danish offshore wind champion Orsted at the sea border between Estonia and Latvia in the Gulf of Riga, which is a bay in the eastern part of the Baltic Sea.
