President Joe Biden said Wednesday that climate change is an emergency but refrained from a formal declaration, while announcing several new executive actions and pledging to move aggressively with additional ones in the coming weeks.

“As president I will use my executive powers to combat the climate crisis in the absence of congressional action. In the coming days my administration will announce the executive actions we have developed to combat this emergency,” he said, without providing details.
