Governors of the following states signed a memorandum of understanding (MOU), calling for a regional clean fuels standard to be developed and evaluated by 2011: Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island and Vermont.
All of the states, except Pennsylvania, participate in the Regional Greenhouse Gas Initiative, the first and only operating mandatory US cap-and-trade programme.
