The government has been saying that no more thermoelectric power plants would be tendered, and the nation’s 10-year energy plan, which is currently up for public debate, forecasts no new installed fossil-fuel-derived capacity beyond what has already been contracted.
But because the environmental licensing process for big hydro has taken much longer than anticipated and plants are unprepared to participate in tenders, the government now fears the country will be left without enough energy to supply future demand.
