Outgoing environment minister Carlos Minc will announce in Brasilia the approval of the licence for the controversial dam to be built in the Xingu river.
Issuance has been delayed for months, and two environment ministry employees resigned over political pressure to get the process moving.
This was the last step before the dam could go to tender.
