The government’s National Development and Reform Commission(NDRC) is said to be looking at introducing an emissions cap from 2016.

That would mark a policy shift by Beijing, which has alwaysinsisted on linking emissions control to economic growth.

The measure would need to be approved by China’s StateCouncil.

The reports come as China prepares to trial its firstcarbon-trading scheme next month in the city of Shenzen, the first of sevensuch pilots planned.
