China 'mulling emissions cap'

China may consider adopting a cap on emissions in a significant policy shift, according to local media reports.

The government’s National Development and Reform Commission (NDRC) is said to be looking at introducing an emissions cap from 2016.

That would mark a policy shift by Beijing, which has always insisted on linking emissions control to economic growth.

The measure would need to be approved by China’s State Council.

The reports come as China prepares to trial its first carbon-trading scheme next month in the city of Shenzen, the first of seven such pilots planned.
