DOI’s Bureau of Ocean Energy Management (BOEM) on Monday convened a panel to consider so-called non-monetary credits submitted by any of the prequalified bidders. These could include a long-term power purchase agreement arranged in principle with a potential buyer should that bidder win either of the areas.
For example, holding a PPA qualifies a bidder for a credit up to 25% for one lease area.
