The New Jersey Senate in a 23-11 vote has passed a bill that would direct the Board of Public Utilities (BPU) to open a new application window for pilot wind projects in state waters, a move aimed at providing Fishermen’s Energy a final chance to win regulatory approval before a key 1 May funding deadline.
