Banks
put
forward
plans
for
the
five-turbine
Hagg
Wood
project,
to
be
sited
on
farmland
owned
by
a
college
some
8km
from
the
centre
of
York,
a
walled
city
and
major
tourist
draw
in
northwest
England.
Although
in
line
with
the
City
of
York’s
long-standing
planning
guidelines,
and
recommended
for
approval
by
the
Council’s
officers,
York’s
Planning
Committee
in
June
2011
rejected
Banks’
application
for
a
test
wind
mast
at
the
Hagg
Wood
site.
With
limited
time
for
appeal
before
York
was
due
to
unveil
a
new
