In early 2011 Banks put forward plans for the five-turbine Hagg Wood project, to be sited on farmland owned by a college some 8km from the centre of York, a walled city and major tourist draw in northwest England.
Although in line with the City of York’s long-standing planning guidelines, and recommended for approval by the Council’s officers, York’s Planning Committee in June 2011 rejected Banks’ application for a test wind mast at the Hagg Wood site.
