The project, which will have a capacity of up to 34.5MW, was given consent by local authority the Highland Council.
The Iberdrola-owned developer began working on the project in 2008 and submitted an initial application in November 2009.
ScottishPower Renewables said Halsary will now be scheduled for construction.
